Position Summary:
While Allegheny County has its own Department of Human Resources, individual departments, and Row Offices (such as the Treasurer’s Office) may have their own staff member to facilitate departmental or office-specific human resources responsibilities. The Human Resources Generalist will play an integral role in both the onboarding of new staff to the Allegheny County Treasurer’s Office and its day-to-day operations. They will have a specific focus on personnel matters, including employee relations, process, and track employee leave requests, recommend training needs, talent retention initiatives, professional development, and workplace cohesion. A successful candidate will be familiar with federal, state, and local employment laws, regulations, ordinances, and guidelines.

The Office of the Treasurer strives to provide excellent customer service to the citizens of Allegheny County while fulfilling the duties and responsibilities mandated by the Commonwealth of Pennsylvania and the Home Rule Charter of Allegheny County, with efficiency, transparency, and collaboration.

Duties:
- Promotes and fosters a workplace free of harassment, discrimination, and/or any other form of unfair, unethical, or illegal practice.
- Identifies opportunities to improve workplace culture to advance a sense of belonging and inclusion in the workplace.
- Drafts and/or revises job descriptions, workplace policies and the employee handbook to align with best practices.
- Clarifies policies related to union and non-union employees.
- Administers employee onboarding process in collaboration with the Allegheny County Department of Human Resources.
- Develops and maintain clear, concise, confidential, and organized personnel records.
- Advances in professional development and educational opportunities for staff, including making recommendations to maintain a qualified, diverse, and supported workforce.
- Facilitates all activities related to human resources including hiring, evaluation, development, training, retention, and termination.
- Performs other duties as assigned by the leadership team and work closely with the Director of Team Transformation on initiatives to support organizational culture and team development.
Knowledge, Skills, and Abilities
Knowledge of:
- Federal, state, and local employment laws, regulations, ordinances, and guidelines.
- The principles and best practices of human resource administration including policy development, training and development, investigations, applicant assessment and selection practices, documentation and record keeping.
Skill in:
- Microsoft Office Suite
Ability to:
- Maintain a high level of confidentiality and discretion.
- Work independently and professionally as a representative of the Treasurer’s Office.
- Utilize conflict resolution and problem-solving skills.
- Identify and address concerns with employee conduct in a timely manner.
- Effectively communicate office policies and advocate for adherence to the employee handbook.
- Work collaboratively with the Allegheny County Department of Human Resources and all levels of leadership within the Treasurer’s Office.
- Foster relationships throughout the Treasurer’s Office and cultivate a safe and healthy workspace for all employees.
Residency: Allegheny County within 1 year.
Veterans’ Preference: Will be awarded to eligible candidates.
